Section 165(2) in The Dedicated Freight Corridor Railway General Rules, 2018
(2)Subject to the provision of sub-rule (3) of the rule 165, in no circumstances shall a person other than the Loco pilot or a railway servant duly qualified in all respects, drive a locomotive on any running line.
