(2)Where having regard to the factors specified in Clause 4, the Licensing Officer is of the opinion that the applicant should not be granted permission, he may, after giving the applicant an opportunity of being heard, refuse to grant the permission, recording in writing the reasons for such refusal and furnish a copy thereof to the applicant, and
