Section 19(6) in Jammu and Kashmir Juvenile Justice (Care and Protection of Children) Rules, 2014
(6)If the parent or guardian fails to come or unable or incapacitated to come to take charge of the juvenile on the appointed date of the release, the juvenile shall be handed over against proper receipt to his parent or guardian by an escort from the institution; and in case of a girl, such escort shall be accompanied by an adult female.
