Section 14(i) in The Rajasthan Colonisation (Bhakra Project Government Land Allotment and Sale) Rules, 1955
(i)[ A person who resides outside Rajasthan and has no agricultural land of his own in Rajasthan but who comes to Rajasthan from season to season simply for purposes of temporary cultivation of Government land or as sub-tenant of occupied land and then goes back to his own place of permanent residence.
