Section 13(b) in The Chennai Corporation Officers Service Rules, 1975
(b)possesses such other qualifications as may be considered lo be equivalent to the said special qualifications or special qualifications as may be considered to be equivalent to the said special qualifications or tests by the State Government or by the appointing authority with the approval of the State Government.
