Section 315(3) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(3)If a sailor is not considered deserving of the Medal, the fact shall be recorded by drawing a line across the recommendation column on the Service Certificate. The reason for so doing shall also be fully recorded by the Captain on the man's Recommendation for [Promotion] [Substituted by S.R.O. 361, dated 10th November, 1975.] and Conduct Record Sheet.
