Section 7(3) in Bihar Employees Insurance Courts Rules, 1952
(3)When two or more Judges, sitting together, differ on any question, the opinion of the majority of such Judges shall prevail; where there is no majority, the opinion of the seniormost Judge shall, unless the Government of Bihar otherwise directs, prevail.
