Facts:
1. Appellant submitted RTI application dated 1 January 2011 before the CPIO, Department of Financial Services, New Delhi to obtain information regarding appointment of CPIO by GIPSA in compliance of Commission's order no. CIC/DS/2010/000349 dated 28 September 2010, information regarding all the meetings held by GIPSA since 2007 up to 2010 along with photocopies of the letter sent by GIPSA to their representative members and expenses incurred by GIPSA from the date of its inception in 2001 up to 1 January 2011 including inspection of the files etc through seven points.
2. Vide CPIO order dated 9 February 2011, appellant was informed that the Delhi High Court, vide their order dated 1 December 2010 had stayed the operation of the said order of the CIC dated 28 September 2010.
3. Appellant preferred appeal dated 1 April 2011 before the first appellate authority.
4. Matter was decided vide FAA order dated 8 April 2011 by upholding the order of the CPIO. Disclosure of information and allowing inspection of the files held by Appeal: No. CIC/DS/A/2012/000721 GIPSA was denied on the grounds that GIPSA was not a public authority and that the matter was pending before the court.
5. Appellant preferred appeal before the Commission.
6. Matter was heard today via videoconferencing from Ajmer where appellant was present. Respondent as above appeared in person.

7. After hearing both parties and on perusing the facts on record, Commission upholds the order of the CPIO and the first appellate authority. It is confirmed by both parties that the stay by the Delhi High Court on the aforementioned full bench order of the CIC continues to date. Appellant will have to wait in the disposal of the Writ Petition.
