Section 16(1) in A.P.J. Abdul Kalam Technological University Act, 2015
(1)The Executive Committee shall, with the approval of the Government, appoint a person recommended by a Selection Committee determined by the Executive Committee, with the Chancellor as the Convenor, as my be prescribed by Statutes, to be the Registrar. The first Registrar shall be appointed by the Government.
