Section 113(1) in The U.P. Municipalities Act, 1916
(1)No vacancy in a [Municipality] [Substituted by U.P. Act No. 12 of 1994.] or in a committee of a [Municipality] [Substituted by U.P. Act No. 12 of 1994.] shall vitiate any act or proceeding of a [Municipality] [Substituted by U.P. Act No. 12 of 1994.] or of such committee.
