issue an appropriate Writ Order, or Direction, more particularly one in the nature of

Petition under Article 226 of the Constitution of India praying that in the
circumstances stated in the affidavit filed therewith, the High Court may be pleased to
issue a Writ of Mandamus or any other appropriate Writ, Order or direction declaring the
action of the 3rd respondent in not regularizing or absorbing the services of the
Petitioners as Security Guards in Tirumala Tirupathi Devasthanams, Tirupathi from the
date of their initial appointment in the available sanctioned posts or by creating .
necessary posts by taking their long length of service into consideration and also
declare the action of the TTD in not even paying the Minimum Time Scale including the
allowances attached to the said post of Security Guards and Security Supervisors as _
illegal, arbitrary and unconstitutional and violative of Article 14, 16 and 21 of the
Constitution of India and also violative of the provisions of the AP. Charitable and Hindu
Religious Institutions and Endowments Act and also violative of the Judgments
rendered by the Apex Court on various occasions and consequently direct the
respondents to absorb /regularize the services of the Petitioners as Security Guards in
the existing vacancies or by creating necessary posts in Tirumala Tirupathi
Devasthanams, Tirupathi from the date of their initial appointment and with all

consequential benefits including payment of arrears of salary from the said date.

respondents 2 to 4 to extend the Minimum Time Scale attached to the post of regular

Petition under Article 226 of the Constitution of India praying that in the
circumstances stated in the affidavit filed therewith, the High Court may be pleased to
issue a Writ of Mandamus or any other appropriate Writ, Order or direction declaring the
action of the 3rd respondent in not regularizing or absorbing the services of the
Petitioners as Security Guards in Tirumala Tirupathi Devasthanams, Tirupathi from the
date of their initial appointment in the available sanctioned posts or by creating
necessary posts by taking their long length of service into consideration and also
declare the sanction of the TTD in not even paying the Minimum Time Scale including
the allowances attached to the said post of Security Guards and Security Supervisors
as illegal, arbitrary and unconstitutional and violative of Articles 14, 16 and 21 of the
Constitution of India and also violaive of the provisions of the A.P. Charitable and Hindu
Religious Institutions and Endowments Act and also violative of the Judgments
rendered by the Apex Court on various occasions and consequently direct the
respondents to absorb /regularize the services of the Petitioners as Security Guards in
the existing vacancies or by creating necessary poss in Tirumala Tirupathi
Devasthanam, Tirupathi from the date of their initial appointment and with all
consequential benefits including payment of arrears of salary from the said date.

offices of the 27 Respondent Devasthanams and not paying the regular time scale
attached to the post on parwith other similarly placed employees, as arbitrary, illegal, in
violation of Article 14 and 21 of the Constitution of India and the dicta laid down by this
Hon'ble Court and the Hon'ble Apex Court and consequently direct the Respondents to
regularize the services of the Petitioners as CCTV Operators/Data Entry Operators in
the 2" Respondent Devasthanams and admit them in to the time scale attached to the
post along with all benefits attached to the post.

The petition coming on for hearing, upon perusing the Petition and the affidavit
filed in support thereof and orders of the High court dated 21.09.2021, 7.10.2021, 2-11-
2021 and 23-11-2021 made herein and upon hearing the arguments of Sri. Subba Rao
Korrapati, Advocate for the Petitioners and G.P. for Services II for the Respondents the
Court made the common order.


ORDER:
(Proceedings taken up through video conferencing) Learned Standing Counsel represented that counter was already filed in W.PNos.19742 and 19756 of 2021 and in the remaining writ petitions counter is yet to be filed and requested time for filing counter.
Post after four (04) weeks for filing counter.
Interim order granted earlier is extended by another six (06) weeks.
