Section 13(3) in U.P. Juvenile Justice (Care and Protection of Children) Rules, 2004
(3)The Superintendent may pursue any letter written by or the juvenile, and may for the reason that he considers sufficient to refuse to deliver or issue the letter, may destroy the same after recording his reasons in a book maintained for the purpose.
