Section 27(c) in Delhi Prisons (Inspection, Meetings and Duties of Officers) Rules, 1988
(c)all serious cases of overcrowding, and all such other matters as the Inspector-General may, from time to time in his discretion, by general or special order in that behalf, require to be so reported to him by the Superintendent.
