Section 3(i) in U.P. Irrigation Department Research Supervisors Service Rules, 1982
(i)"Member of the Service" means a person substantially appointed under the provisions of these rules or of rules or orders in force prior to the commencement of these rules, to a post in the cadre of the Service;
