28. Power and function of the Commissioner.
(1)The Commissioner shall be the principal Executive Officer of the Corporation and shall, subject to the supervision and control of Mayor -(a)exercise, such powers and functions as are specifically conferred or imposed upon him by or under this Act; and(b)assign the duties and supervise and control the actions and proceedings of all officers and employees of the Corporation.(2)All officers and employees of the Corporation shall be subordinate to the Commissioner.
