Section 11 in Arunachal Pradesh Panchayat Raj Act, 1997
11.
(1)every voter shall have as many votes as there are members to be elected for the constituency. No voter shall give more than one vote to anyone candidate(2)Subject to the provisions of this Act elections to the Gram Panchayat shall be held by ballot in accordance with such rules as may be prescribed.
