(10A)[ "drain" means a rain or storm water drain and water tables, chutes and the side drain exclusively meant to drain away the rain water falling on the surface of any street, bridge or causeway, but does not include a drain or sewer within the meaning of the [Chennai] [Inserted by section 85 of the Tamil Nadu Act 28 of 1978.] Metropolitan Water-Supply-and Sewerage Act, 1978;]
