Section 28(1) in The Tea (Distribution and Export) Control Order, 2005
(1)The Licensing Authority, may after giving the holder of a Certificate of Origin an opportunity of being heard, cancel or suspend the Certificate on any of the following grounds, namely :-(a)that the Certificate has been obtained by misrepresentation as to a material particular;(b)that the holder of the certificate has not observed or performed his contractual obligations to a foreign buyer relating to any contract for export or distribution of tea, the label or container whereof bears any statement or marks which makes false claim for such tea or which is false or misleading and deceptive in any material particular; and(c)that any of the provisions of the Act or this Order or any other Order under the Act has been contravened.
