Section 51(2)(iii) in The Orissa Municipal Corporation (Division of City into Wards, Reservation of Seats, and Conduct of Election) Rules, 2003

(iii)the Presiding Officer shall make separate packets for each ward putting inside it the envelop containing the ballot papers in which votes have been so recorded, the connected certificates being fastened to the envelopes, seal up each such packet in the manner specified in rule 55 and forward the same to the Election Officer.
