Section 5(1) in The Merchant Shipping (Control of Pollution by Noxious Liquid Substances in Bulk) Rules, 2010
(1)The Central Government may allow any fitting, material, appliance or apparatus to be fitted in a ship as an alternative to that required by these rules if such fitting, material, appliance or apparatus is at least as effective as that required by these rules:Provided that this authority of the Central Government shall not extend to the substitution of operational methods to effect the control of discharge of Noxious Liquid Substances as equivalent to those design and construction features which are prescribed by these rules.
