Section 13(3) in The Bihar Home Guards Rules, 1953
(3)Every officer of the Home Guards Force shall comply with all orders issued either by the Inspector-General or the Commandant or the District Magistrate or any officer authorised by the Inspector-General, the Commandant or the District Magistrate in accordance with the general or special orders of the State Government.
