(d)two persons to be nominated by the Government of the State in which the [Institute mentioned in the First Schedule] [Substituted for the words "Institute" by Act No. 28 of 2012 (w.e.f. 7.6.2012)] is situated, from amongst persons, who, in the opinion of that Government, are technologists or industrialists of repute;
