Section 3(3) in The Merchant Shipping (Seamen's Levy of Fees) Rules, 1974
(3)The annual fee shall become payable from the first day of the year and shall be paid not later than the thirty-first day of May of that year:Provided that in the year of commencement of these rules the annual fee shall be paid within sixty days from the commencement of these rules.
