Section 19(4)(a) in Annamalai University Act, 2013

(a)In case the Secretary to Government in-charge of Higher Education or the Secretary to Government in-charge of Health and Family Welfare or the Secretary to Government in-charge of Law, is unable to attend the meetings of the Syndicate for any reason, he may depute any officer of his department, not below the rank of Deputy Secretary to Government to attend the meetings. The officer so deputed shall have the right to take part in the discussion of the meeting and shall have the right to vote.
