33. Service not in strict conformity with rules.
- Notwithstanding anything to the contrary contained in Rule 32, the Board, on sufficient cause being shown, may allow any candidate to appear for the examination or grant exemption from any portion of the examination as prescribed in these rules.VIII. Mode of Examination
