Section 23(1) in The Orissa Motor Vehicles Rules, 1993
(1)If a certificate of fitness is lost or destroyed or mutilated the owner of the vehicle shall forthwith report the matter to the registering authority, in whose jurisdiction the vehicle was registered, and shall apply, with a fee of [rupees one hundred] [Substituted vide Orissa Gazette Extraordinary No. 136 dated 28.1.2003-Notification SRO No. 29/ 2003 dated 24.1.2003.] for issue of a duplicate certificate.
