Section 196(1) in Telangana District Boards Act, 1955
(1)Unless otherwise expressly provided, no court shall take cognizance of any offence punishable under this Act or any rule or bye-law made thereunder except on the complaint of, or upon information received from the Board or any person authorised by the Board in this behalf.
