Section 11(4) in Manipur Municipality Ombudsman Act, 2013
(4)in any proceedings before the Ombudsman, no legal practitioner wilt be permitted to represent any person, unless the Ombudsman permits, lay an carder, a person to be represented by a legal practitioner for reasons to be recorded.
