Section 23(5) in The Haryana Private Universities, 2006
(5)The quorum for the meetings of the Board of Management shall be five:Provided that the Secretary to Government, Haryana, Education Department, or in his absence, Director, Higher Education, Haryana, shall be present in each meeting in which decisions on issues involving Government policies/instructions are to be taken.
