Section 23(2) in The Wild Life (Protection) (Orissa) Rules, 1974
(2)Where there are more applications than one for reservation of the same shooting block for the same period, the shooting block shall be allotted to the applicant whose application has been received earlier :Provided that an applicant shall not get more than one shooting block at any one time.
