Section 69(2) in The Bihar Primary and Middle Education Rules, 1961

(2)While examining applications or recommendations for the establishment of new schools or for the expansion or improvement of existing schools, the Planning Committee shall, after studying the District Education Map, and the register of schools referred to in Rules 67 and 68 consider whether the school shall remove a long-felt want in the locality, whether the teaching staff in the case of existing schools is competent and adequate, whether local resources including the resources of the Committee would be adequate to meet the necessary expenses, whether special facilities like offer of land or buildings are available, whether the school deserves priority, in the context of the overall needs of the district and whether the funds in the District Education Fund are sufficient to meet the requirements, etc., special consideration shall be given by the Planning Committee to the needs of the scheduled castes and scheduled tribes and to the people living in backward areas as also to the necessity of providing increased facilities for the education of girls bearing in mind the fact that all schools upto the upper primary standard should be co-educational.
