28.
Any distillery or converting apparatus which may be erected shall be locked with ticketted locks; and the reservoirs, trap vessels, worms, etc. in which potable spirit may be contained or received shall be so constructed as to prevent abstraction of spirit before the officer-in-charge has taken an account of it.
