Section 77(4) in The Orissa Registration Rules, 1988
(4)A cover purporting to contain a Will which may reach a Sub-Registrar by post shall be returned to the sender in the above manner or, if the address of the sender is not known, shall be forwarded with full particulars to the Registrar who shall deal with it under Sub-rule (2) of this rule.
