Section 190(1) in The U.P. Municipalities Act, 1916
(1)The [Municipality] [Substituted by U.P. Act No. 12 of 1994.] may, from time to time, enlarge, lessen, alter the course of, cover in or otherwise improve a public drain and may discontinue, close up or remove any such drain.
