(4)The Controller after satisfying himself that the Memorandum and all other matters as mentioned at sub-rule (2) are in order, registered the memorandum by an endorsement on the body of all the three copies of the Memorandum. He will also issue a certificate to the effect that the Memorandum has been registered.
