(4)The amount of subscription so fixed shall remain un-changed throughout the year :Provided that if a subscriber is on duty or on leave for a part of that a month and on leave without pay for the remainder of that month, the amount of the subscription payable shall be proportionate to the number of days spent on duty and/or on leave (Not leave without pay) in the month.
