Section 4(b) in The West Bengal Factories (Welfare Officers) Rules, 1971
(b)Where there are two or more Welfare Officers, the one enjoying the higher or the highest grade, as the case may be, shall be designated as Chief Welfare Officer, and each of the other Welfare Officers shall be designated as Welfare Officer Grade I, II or III, as the case may be :
