Section 11(1) in Bihar Preservation and Improvement of Animals Rules, 1960
(1)The Veterinary Officer may make or cause to be made a Post-mortem examination of animals suspected to have died of rinderpest, haernorrhagic septicaemia, black-quarter or rabies.
