23. Removal of difficulty.
- If any difficulty arises in giving effect to the provisions of this Act in consequence of the transition to the said provisions from the corresponding provisions contained in any law relating to local authorities, the State Government may, by an order notified in "Gazette" make such provisions not inconsistent with this Act as appear to be necessary or expedient for removing the difficulty :Provided that no order shall be made under this section after the expiry of a period of [two years] [Substituted by Act No. 22 of 1977 (w.e.f. 1-5-1977).] from the 1st day of May, 1976.
