Section 17(4) in The Himgiri Nabh Vishwavidyalaya (University in the Sky) Act, 2003
(4)The Registrar shall be responsible for the due custody of the records and the common seal of the University and shall be bound to place before the Chancellor, the Vice-Chancellor or any other.authority, all such informations and documents as may be necessary for transaction of their business.
