Section 7(1) in The Orissa (State) Council for Child Welfare Rules, 1996
(1)The State Council shall have the following authorities, namely(a)General Council;(b)Executive Council;(c)District Council; and(d)Such other authorities as may be constituted, from time to time, by the Executive Council.
