Section 3(13)(a) in The Chennai City Corporation Building Rules, 1972

(a)Every order of approval or refusal by the Commissioner of a site for building or order of permission or refusal to construct or reconstruct a building shall be accompanied by one set of plans and specifications duly signed by him indicating the approval, permission or refusal thereof.
