                                                        Date of Decision: 4.12.2013.

                                           Versus

State of Punjab & others --Respondents

CORAM:- HON'BLE MR.JUSTICE TEJINDER SINGH DHINDSA.

Present:- Mr. Deepak Sibal, Advocate for the petitioner.

                               ***

TEJINDER SINGH DHINDSA.J Services of the petitioner, who was serving as a Junior Coach, Cycling under the Department of Sports, State of Punjab, were terminated vide order dated 22.7.2002. The instant writ petition has been filed seeking issuance of a Writ of Certiorari for quashing of such order of termination dated 22.7.2002 (Annexure P-9).

There is a delay of more than 10 years in having approached this Court.

In the entire writ petition there is not even a whisper to explain such an inordinate delay nor was any such explanation forthcoming at the stage of arguments. The writ petition deserves dismissal on the sole ground of delay and laches. There would be no occasion as such, for this Court to examine the validity of the termination order on merits. Writ petition is highly belated and is, accordingly, dismissed on the ground of delay.

Petition dismissed.

(TEJINDER SINGH DHINDSA) JUDGE December 04, 2013.
