Section 8(n) in The Orissa Motor Vehicles (Licensing of Agents) Rules, 1993
(n)that the licensing authority may, at his discretion make an order for forfeiture, in whole or part of the security or the additional security furnished by the licensee under Rule 5 for contravention of any of the provisions of this rule or for breach of any of the conditions of the licence;
