Section 138(2) in The Punjab Motor Vehicles Rules, 1989
(2)Sub-rule (1) shall not apply to :-(i)Petrol tank lorries;(ii)the vehicle fitted with tanks on the entire chassis;(iii)the motor vehicles used by the local authorities for the carriage of refuse.
