(b)two Judges nominated by the Chief Justice who shall have executive charge of the Administrative Department. [They shall be generally the seniormost Judges to be designated as Judge, Administrative Department I, and Judge, Administrative Department II. In case any Judge is unwilling to work as an Administrative Judge, the Judge next in the order of seniority will be appointed in his place.]
