Section 24(1) in The Orissa Animal Contagious Diseases Act, 1949
(1)No person shall remove from any infected area or place any animal, dead or alive, or any part of an animal, or any fodder, bedding or other things used in connection with animals save in accordance with the conditions of a licence granted by the Inspector in the prescribed form.
