Section 18(1) in The Haryana Municipal Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014
(1)Every municipality shall, in consultation with the town vending committee once in every five years prepare a plan to promote the vocation of street vendors covering matters contained in First Schedule.
