Section 3(2) in The M.P. Motor Vehicles Rules, 1994
(2)The Licensing Authority for the purposes of licensing and regulation of schools or establishments for imparting instructions in driving of motor vehicles, and matters connected therewith shall he the Regional Transport Officer or such other Officer not below the rank of Regional Transport Officer as authorised by the State Government by notification, in the Madhya Pradesh Gazette.
