The licensee shall at any time permit the Financial Commissioner or Collector or any officer authorised by the Financial Commissioner or Collector in that behalf, to inspect and examine his licensed distillery, the premises and warehouse connected therewith and the spirit made and stored therein, and shall render to the Financial Commissioner or Collector or office (as aforesaid) all proper assistance in making such inspection and examination.
